California Dream Act


The Dream Act Application is used to apply for state financial aid like the University of California Grants, State University Grants and Community College Board of Governor's fee waivers. Also, the Dream Act Application is used to apply for Cal Grants at California public and private colleges and universities. This is not an application for federal financial aid. Students who have a Social Security Number that was issued after completing the Deferred Action for Childhood Arrivals (DACA) process must file the Dream Act application. These Social Security cards will say "Valid For Work Only With DHS Authorization." Other students with Social Security numbers must file the Free Application for Federal Student Aid (FAFSA). The FAFSA application is completed on-line at www.fafsa.gov.


Board of Governors Fee Waiver

If you have a Social Security number and are an AB540 student, complete the FAFSA at www.fafsa.gov. This will be your application for a Board of Governors Fee Waiver.
If you do not have a Social Security number and have been designated as AB540, complete this application: California Dream Act Application


Cal Grant

California Dream Act - AB131 and Cal Grant
Under the California Dream Act, the Board of Governors Fee Waiver (BOGFW) will be available for those AB540 students who qualify under the specific guidelines for the waiver. AB540 students will have access to the BOGFW beginning January 1, 2013, to waive enrollment fees for the Spring 2013 Semester. NOTE: In order to qualify, a student must have submitted and AB540 exemption form to the Admissions Office and be certified as an AB540 student through that office.


How does the BOGFW work?

You do not receive an electronic funds transfer or a debit card; instead your enrollment fees are waived after registration activity. You are responsible for paying any and all fees remaining which include the Health Fee, College Service Charge, material fees, and parking permit.

Your Board of Governors Fee Waiver will be posted on the college's registration fee screen. If you paid your enrollment fees before the Board of Governors Fee Waiver was applied to your account, the Registration Office will complete a refund of those fees.


Do you need to update or correct your California Dream Act Application?

If you are an AB-540 student with an existing California Dream Act application and you need to update or make a correction, you do NOT need to complete a new application:

  • Go to https://dream.csac.ca.gov/
  • Select the option for California Dream Act Application Login
    • Continue or renew your CA Dream Application
    • Update or correct current CA Dream Application
    • View your Student Aid Report (SAR) and more...

Do you need a Parent Signature on your California Dream Act Application?

  • Go to https://dream.csac.ca.gov/
  • Select the option for Provide a Parent Signature
    • Need to request Parent PIN
    • Forgot your Parent PIN
    • Need to sign your child's application
