Measure C Annual Report Outlines Spending of
Bond Funds
The Coast Community College
District’s Measure C Citizens’ Oversight Committee
released its annual report at the May 17 board meeting.
The report details financial audit information and
construction updates on various projects funded by the
2002 voter-approved Measure C General Obligation
bond. The
projects are underway at the District’s three colleges –
Coastline, Golden West and
Orange
Coast.

Measure C – a
$370 million general obligation bond – was approved under the
provisions of Proposition 39, the Strict Accountability in
Local School Construction Bonds Act. As required by
Proposition 39, the Coast Community College District Board of
Trustees appointed an independent committee of citizens to
oversee the expenditure of all bond
funds.
“The District
has done an excellent job with the planning and management of
the second phase of the Measure C bond funds,” said Lisa
Silbar, committee chair.
“New facilities and technological upgrades have been
completed at each campus and several more are
underway.”
The report shows
the financial and construction status of projects funded with
monies issued during the second phase of the multi-year
plan. At years
end, $82 million has been expended and a significant amount
was encumbered for planned projects at the District’s three
colleges. “All of
the money has been used for Measure C projects and not for
administrators’ salaries,” said

Brahmbhatt, vice chancellor at the
District. “We are
committed to ensuring that these funds are spent as promised –
on capital projects within the
District.”

The Coast Community College

the state in credit enrollment, serving 60,000 students each
