Why
a Classified Professional
Development Program?
In today's
fast-changing environments, it is essential that employees be provided the
opportunity to grow professionally within the scope of District's classified
employee positions.
The California
Education Code has addressed the appropriateness of districts in California for
providing such opportunities for employees. It is the intent of the Coast
Community College District Board of Trustees Coast Federation of Classified
Employees to offer such a program of enrichment, support and encouragement to
eligible classified employees. This program is intended to best meet the needs
of both the individuals and the District.
Who is eligible?
To be eligible for
participation in the Classified Professional Development Program (CPDP),
employees must:

Be employed on the
District payroll in a permanent classified position (including permanent
part-time).

Have completed the
initial probationary period of employment.

Meet specific
eligibility requirements as outlined in each program.
Applications must be
submitted two (2) weeks prior to the first day of class. Once the program has begun, the
options cannot be changed!
Academic Growth
Staff members who wish
to pursue formal course work at an accredited college or university may apply
to the Professional Development Committee for approval. Three options are
available. The first two must be taken on the employee's own time. Only one
option may be selected per length of the program.

OPTION
I - Tuition, books and fees reimbursement
Four (4) complete copies of the application packet are required. Packets are to include:
- Option I application correctly filled out and signed by the applicant.
- Justification should include an explanation of career path/goal and how program will lead to upward mobility as a classified employee toward another position within the classified unit; listing the exact job title.
- Official Education Plan of courses applicant must take for degree/program.
- Course description of class(es) from the institution (either from the schedule of classes or the school catalogue).
- Proof of enrollment (applicant’s class schedule with class times and dates listed).

OPTION
II - Salary Differential
Four (4) complete copies of the application packet are required. Packets are to include:
- Option II application correctly filled out and signed by the applicant.
- List what certificate or degree the applicant is beginning with appropriate differential % amount (Certificate I [18-24 units]- 1%; Certificate II [25+ units]- 1.5%; AA/AS, BA/BS, MA/MS, or Ph.D.- 2.5%)
- Program requirements/Official Education Plan of courses applicant must take for degree/program.
- Justification should include an explanation of career path/goal and how program will lead to upward mobility as a classified employee toward another position within the classified unit; listing the exact job title.

OPTION
III - Release Time
Four (4) complete copies of the application packet are required. Packets are to include:
- Option III application correctly filled out and signed by the applicant.
- Justification should include an explanation of career path/goal and how program will lead to upward mobility as a classified employee toward another position within the classified unit; listing the exact job title.
- Applicant must calculate substitute hourly rate of pay even if a substitute will not be required.
- Only one class per school term can be approved for release time.
- Applicant’s supervisor must sign the form. If applicant’s supervisor denies the release time, the committee must also deny the request.

VOCATIONAL/TECHNICAL EDUCATION
Four (4) complete copies of the application packet are required. Packets are to include:
- Vocational/Technical Education Reimbursement form correctly filled out and signed by the applicant.
- Justification should include an explanation of career path/goal and how program will lead to upward mobility as a classified employee toward another position within the classified unit; listing the exact job title.
- Official copy of course/program requirements.
- Course description of class(es) from the institution (either from the schedule of classes or the school catalogue).
- Proof of enrollment (applicant’s class schedule with class times and dates listed).

PROFESSIONAL CONFERENCES/WORKSHOPS
Four (4) complete copies of the application packet are required. Packets are to include:
- Professional Conference and Workshop form correctly filled out and signed by the applicant and applicant’s supervisor.
- Coast Community College District Conference Authorization Request Form signed by applicant and applicant’s supervisor.
- Justification should include an explanation of how the conference/workshop will enhance current position or lead to upward mobility as a classified employee toward another position within the classified unit; listing the exact job title.
- Copy of conference/workshop announcement with dates and cost(s).
- Maximum reimbursement not to exceed $1000 per conference per fiscal year.
Classified Professional Development Committee Program
Required Reimbursement Documentation
All reimbursements (with approved receipts) must be turned in
no later than 60 days after course/conference completion.
OPTION I: Tuition, books, and fees reimbursement
Only one (1) reimbursement packet is required. Packet should include:
- Official copy of tuition/registration fees paid. Receipts should list current semester and courses taken.
- Official copy of course grades demonstrating a C or better in approved courses.
- Official copy of fees paid for books or other mandatory fee and materials.
- Official financial aid transcripts or authorized statement indicating no other aid is available to applicant.
- Itemized tally of expenses for courses/semester.
OPTION II: Salary Differential
Only one (1) reimbursement packet is required. Packet should include:
- Official copy of transcripts with all completed coursework listed. Transcripts should reflect completion date of program/degree.
PROFESSIONAL CONFERENCE/WORKSHOPS
Only one (1) reimbursement packet is required. Packet should include:
- Official copy of registration fees paid.
- Official copies of fees paid for room and board, travel, meals, and other materials required for conference/workshop.
- A one (1) page synopsis of the conference/workshop outlining the benefits received from attending the conference/workshop.
